Policymakers on Capitol Hill are currently working to pass the Bipartisan Innovation Act, which aims to strengthen our economy and help the U.S. compete globally by reshoring supply chains and making more things in America, like semiconductors.

As they make strategic investments, lawmakers also must take steps to ensure that American manufacturers and workers have the trade tools they need to compete against countries like China, which has used unfair trade practices to dominate global industries. This trade cheating led to millions of lost U.S. jobs and, as we learned during the pandemic, made the U.S. overly reliant on imports for our critical goods.

Fortunately, the House version of the legislation includes something called the Level the Playing Field Act 2.0, which would modernize America’s trade remedy laws to keep up with the unfair trade practices deployed by China and other foreign competitors. But, despite strong support, the Senate version doesn’t include this important language!

America’s workers and manufacturers are ready and willing to compete against anyone on the planet. But, we’ve got to make sure everyone follows the rules, and give our companies and workers the best tools in the toolbox to take on trade cheaters.

Please tell your Members of Congress to support the inclusion of the Level the Playing Field Act 2.0 in the final version of the Bipartisan Innovation Act.

As the House and Senate work to pass the Bipartisan Innovation Act, legislation to strengthen our economy and counter China’s rising influence, it is critical that the bipartisan Level the Playing Field Act 2.0 is included to give manufacturers the tools needed to fight China’s rampant trade cheating. China’s litany of unfair trade practices have led to the loss of millions of good, middle-class jobs and fostered a dangerous overreliance on far flung supply chains that jeopardize the safety and security of all Americans. The Level the Playing Field Act 2.0 (H.R. 6121 / S. 1187) would modernize our antidumping and countervailing duty (AD/CVD) trade remedy laws to keep up with the increasingly sophisticated unfair trade tactics used by China and other foreign competition to seize U.S. market share. In a bill designed to help level the playing field, create resilient and secure supply chains and invest in industries critical to our future prosperity, the enhanced tools in this bill are necessary to achieve these goals. As we seek to revitalize our industrial base and grow our economy, these commonsense updates to our trade enforcement are one of several trade actions critical to leveling the playing field for domestic manufacturers and American workers. The Level the Playing Field Act 2.0 was included in the House COMPETES Act. As the House and Senate work to resolve the differences in their two bills, I urge you to support inclusion of this important legislation. We need to give American workers and companies the tools they need to make the critical products our country needs, now and in the future. Thank You.
