This just makes sense! New Hampshire tax dollars should be reinvested back into American workers and businesses whenever possible. Why spend our taxpayer money on foreign-made goods from places like China or Russia when we make these products here at home?

Message:

The United States is the most open major economy in the world. Despite this extraordinary fact, some incorrectly insist that “Buy America” preferences in taxpayer-financed government spending are “protectionist” policies that lead the United States to the precipice of an international trade war. In fact, the opposite is true: Buy America preferences are an important and legitimate lever to open foreign procurement markets for U.S. products! Right now, you have an opportunity to ensure that when our state spends taxpayer money on construction projects, that money goes to American-made products whenever possible. I encourage you to support SB 438. Criticism of Buy America laws falsely portrays other nations’ markets as completely unfettered while they are not. The European Union (EU) and Canada – as well as all other parties to the General Procurement Agreement (GPA) – have broadly excluded many of their procurement markets from the GPA. Indeed, these exclusions go substantially further than the exclusions claimed by the United States. Accordingly, the EU, Canada and other nations already have no obligation to provide U.S. firms with access to a wide array of their government contracts. When domestic content requirements are applied, they ensure that U.S. materials get a preference in U.S. taxpayer-financed public works procurements. By doing so, procurement officials ensure that U.S. environmental and labor standards are not just a burden to U.S business looking to compete in a global economy, but rather a standard for doing business with the globe’s biggest customer. Ensuring these standards upfront can also save costs, as demonstrated by the San Francisco-Oakland Bay Bridge, which came in 12 years late and $3.9 billion over budget due to faulty construction using Chinese steel. New Hampshire companies should have to compete against other companies no matter where they are from, but New Hampshire companies should not have to compete against other governments. When federal or state governments chose to regulate the way, its manufacturers do business but chose to spend taxpayer dollars on goods produced abroad, such decisions discourage U.S. production and investment, encourage outsourcing, and kill American jobs. This is fractured government policy: Public policies are divorced from procurement policies, further impairing the competitiveness of U.S. manufacturers on the global market. Please support SB 438.
